Antique Victorian Ornate Industrial buying Flower Frog. UNIQUE / Repurpose

Antique Victorian ornate industrial flower frog.
When I bought this the tag said antique lamp base.
I can see that with the bottom half but the top doesn't make sense.
The bottom isn't copper someone painted it.
It is an amazing Victorian flower frog, but I was thinking the parts in general,
what a creative buying person could turn those onto.
The bottom is 10 inches across and 1.5 inches tall.
The center is 8 inches across and the top 3 inches tall and 5 across.
Total approx. 6 inches tall.
Held together by long screw.
