New still has covers over cuffs. **This jacket says xl on tag, but either labeled wrong or runs really small, its 19 across so 38 around it's a Medium. measured in pictures** It originally sells solid black, but it was professionally customized with two Navy Patches. One on chest and a Task Force buying 77 Korea/ USS Quincy CA-71 on sleeve which makes it unique. Professionally added so you can't tell on inside lining (shown in last picture).
